The Russians initiated full-bore weather engineering operations over the U.S. in 1976, although they have previously tested it in the 1960s.  Those interferometers were under KGB control.
The rigorous technical theory by which the scalar interferometry works is given in M. W. Evans, P. K. Anastasovski, T. E. Bearden et al., "On Whittaker's Representation of the Electromagnetic Entity in Vacuo, Part V: The Production of Transverse Fields and Energy by Scalar Interferometry," Journal of New Energy, 4(3), Special Issue, Winter 1999, p. 76-78.
In 1989, the KGB (regardless of various name changes from time to time) leased many of these earlier interferometers on site in Russia to a rogue Japanese coalition of the Yakuza and the Aum Shinrikyo.  The Aum Shinrikyo set up a university there so the Russian scientists could teach the rogue Japanese teams the theoretical and technical stuff.  Later the Yakuza carried the technology back to Japan in some of their own facilities, and have also now developed small versions (even some portable) for localized skullduggery such as assassinations.
Since the end of 1989, most of the weather engineering (and some of the aircraft "shot down") have been by the Yakuza, using their weapons and sites in Russia.
There may now also be a third nation involved in some of the weather engineering over the U.S. and North America.  Certainly it has the capability.
We have not had "normal" weather over North America (and some other parts of the world) since 1976, and particularly since 1989.
One calls attention to the very important 1997 statement of then Defense Secretary Cohen.  That was really the first high level official confirmation of such interferometry weapons.  He said:
"Others [terrorists] are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves… So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations…It's real, and that's the reason why we have to intensify our [counterterrorism] efforts."  Secretary of Defense William Cohen at an April 1997 counterterrorism conference sponsored by former Senator Sam Nunn.  Quoted from DoD News Briefing, Secretary of Defense William S. Cohen, Q&A at the Conference on Terrorism, Weapons of Mass Destruction, and U.S. Strategy, University of Georgia, Athens, Apr. 28, 1997.  Note that the Secretary did not speak the words inserted later in brackets, trying to soften the impact.  It isn't just terrorists; some 10 nations now have such weapons secretly developed and deployed.  At least about four of the nations are friendly.
Sadly, When SecDef Cohen made his statement, the news media were so focused on their "talking heads" approach and the juicy Clinton-Lewinsky scandal, that they seem to have totally ignored it.  It did not make a whimper in the news.

Hi, all.  Finally got some time to organize photos of last evening's remarkable scalar EM activity over the southern San Joaquin valley in central California into a couple of web pages.
Tony, this isn't yet linked into the navigational structure of the website since I didn't want to do anything like that without your approval.
In my mind this is one of the most dramatic and unrefutable examples yet of weather engineering.  There's a lot more detail visible if you click and download the full-size photos, although some are quite large (1.5 MB).  No problem for broadband.
What in the world are they up to?

Subject: Today's sky

They had the power turned up today - lotta chemtrails and soup zones.  Got a few shots, but missed one crazy quilt one this evening outside Gold's gym as I didn't have my camera.

My prediction.  Intense activity in the skies over Labor Day, just like we
had for Memorial Day.  Still not sure what all is going on, but it darn
sure ain't natural.
